What does "all new" mean?

Microsoft has made some changes to Windows 8.1, which are supposed to make it easier to use for people who don't have touch screens. Below is an video introducing some of these changes. One thing they mention is the "all new" minimize and close buttons in the upper right hand corner of each program. My first Windows computer had Windows 3.1 on it (purchased in 1993) and it had minimize and close buttons. Before that, I had an Atari 1040 STFM which I bought used a couple of years earlier, and it had close and minimze buttons in the same place. I first tried Linux in 1995 and the programs in it also had minimize and close buttons in the top right corner. The Mac has had minimize and close buttons from the beginning, but in the upper left hand corner. The only thing I can see that is "new" is that Microsoft decided to give those buttons a rest for a few months and then brought them back. Does that count as "all new"?

Sounds like partly new to me.
 
In order for something to be 'all new,' the product would have to be of totally new design with specially made parts for that new product. Obviously, Microsoft isn't re-inventing & revolutionizing the computer. So it would be more accurate for them to say 'enhanced' or 'with special features' as opposed to 'all new'.

I know...terminology can be a hair-splitter, but there it is.
 
Also you need to know if you have Windows RT or just Windows. They don't operate the same way.
Most likely if you are using it on a non touch display system, it just Windows 8.1
If you use a desktop in Windows 8.1 you will have the X to close each window. If you work from the tiles you have to have a touch display is my understanding. I stuck with Windows 7 as I don't like Windows 8.
