I believe the devil does, but hes under Gods control when it comes to things like tidal waves and earthquakes, etc. Some of it is controlled by God has Jesus says that God sends rains on people and sends suns on people, equally. The bible says God doesnt cause evil and isnt tempted by it. In the old testament weirdly there is not much mention of the devil. The devil makes him hidden even to today. There are exceptions of course.
