I have my doubts about that. Some would obviously be affected but planes, cars, trucks, trains and boats are hit by lightning all the time. A lightning strike is a really significant EMP! I can't imagine a remote nuclear air-burst impacting a greater EMP over the entire 'blast' radius - however large you consider that to be.
I am not aware of any planes brought down by lightning and dozens are struck every day. Many diesel vehicles would be largely immune once they are running but I recognize that the starting circuits may have microprocessors. They can be by-passed. Ordinary VW cars have been tested with continuous artificial lightning in Germany. Following the test they started and worked quite normally.
I think we can assume that there is an significant element of scare-mongering on this subject. It would cause problems undoubtedly but wholescale chaos? I doubt it would be very much worse that the 'millenium bug' that got people into a panic
