Yes, I read you right first time. I'm leaning towards saying no, they'd be probably be bad parents.

I hesitate because I used to work in a children's institution in Romania and the only kids there who stood any chance at all were the lucky few who got adopted. Someone would have to be very, very bad before I would have said one of those kids wouldn't have been better off with them.

ok, i wanted to be clear.

the problem is that the world is fallen, sadly.

my concern is this, do we through away the standard or lower it?
do we go lets just let people speed because its unenforcable? or try our best to stop those we can.
