Yes, Turkey's huge Araturk dam played a role in the drying up the Euphrates, plus 2 new dams built by Saddam Hussein, and a diversion canal he dug which he called the Mother of All Battle River. The Euphrates also dried up last year, which was caused by Turkey. Kinda scratchin' my head about that one, although the following scriptures may suggest a Turkish angle:

A parched Euphrates, coursing through Iraq and Syria in close proximity to Israel, provides a suitable crossing for a mechanized force, and may also portend a future Turkish and East Asian alliance.
The only reason the Euphrates was dried up by Saddam Hussein was to prepare the way for the Battle of Ar Mageddon (which Muslims call the Mother of All Battles). creates a bottle neck to, if you are trying to move a large force quickly. you would in todays warfare, which is like a vidoe game, you would be like sitting ducks, where as if you can dispearse your forces,
spread out and mobilize quickly on several fronts, you become a much harder target to hit.
simular tatics were used in the six day war, led by egypt. suprise and speed, on several fronts.
