yes but the back up generator will make up the difference the argument is akin to saying trains cant move in the cold. a train is a hybrid system the servos on the wheels are electric. they have a diesel that turns the turbine which powers the servos, and air compressors for the brakes. im sure it has a battery to start the system.This is true but a cold battery can't produce the level of current of a warm one for the same reason they last longer in cold conditions.
