"The eighth month in the old Roman calendar, October retained its name (from the Latinôctō meaning "eight") after January and February were inserted into the calendar that had originally been created by the Romans." Wikipedia October
Jewish month begins the new moon as they use a Lunar Calendar unlike our Gregorian Calendar. The Lunar Calendar started with Abid/March so count from March to October and October is the eight Lunar month.
The start of the year in England was March 25 from sometime in the high middle ages until 1752. It was never on April 1. But all through that period manuscript church calendars began with January, and in the later part of that period almanac-makers started their year with January.
