The real driver behind this is and will be more so identity theft ,as this crime increases and little is done about it because it serves an agenda there will be a call for RFID chips as the solution...remember when almost no one had a credit card because they didn't need one ? then businesses began requiring them for certain transactions...no law has to be passed....society will volunteer for this.
