The seventh and the body of the beast combined count as the eighth. The head is still the seventh. The "he" in "when he comes" is obviously referring to the seventh head. The milestone event is the deadly wound on the head. Before that it's just the seventh head, after that, the beast itself which is of the seven - not the eight - emerges as the "eighth".
