    The New Covenant was established at the cross. The Old Covenant - obsoleted by the New - remained in effect until Jerusalem and its Temple were destroyed. It doesn't get any simpler than that.

    He didn't have to. It's implied in the text and the repeated use of the word "they" in reference to the "soldiers of the governor" and the "whole Roman cohort."
