Sounds like the politicians of today. Build the fast train to nowhere and tax the people. Then get drunk.

The classic King. Sitting on his throne covered in gold eating lobster platter why being massaged by beautiful women in coconut oil with a golden cup of the most choice wine, meanwhile the regular person is poor, hungry, tired, and sunburnt after slaving all day.
