I lived in Japan for 15 years. The Japanese are very polite. And are renowned for being apologetic. Maybe they overdo it but it's a very loveable trait in my opinion.
Australians are less apologetic in general. And there are many who refrain from saying sorry at all. My guess is that people avoid saying sorry because it is an admission of weakness. Saying "I'm sorry I was wrong" is just asking too much for some. Sounds like ego is the culprit. And the culture of being "a winner" seems at odds with apologies.
To be honest I am good at apologising. And I try to be sincere. I'm disappointed when others don't have the same value as me. Of course I have other sins that bring me down to earth.
