Have you heard of the Scroll of the Lord? This Scroll seems to include all events of all life to the finest degree. Because of this, I have always just trusted that Paul was right, that God had an Eternal Plan, and that He is still executing that Plan to this day. This Plan cannot be thwarted, for God is God, and nothing can prevent Him from doing His Will.
Therefore, I can't imagine things being any different for Lucifer and his status any more than there was an option for Judas Iscariot. When reading the Bible in a timeline, chronological order, we find that the Story of God is all about Power. God controls, and determines whether seas can be separated, rivers divided and standing up like walls, or the Lord may completely turn stormy water into calm water. If the Lord controls things that have no life, how much more does He control the things that do? Throughout the Old Testament, we find God literally controlling the way entire Nations thought about and perceived various topics and issues. God controlled beasts and their behaviors as part of His Powerful, Almighty Story of God.

Eternal Plan
Why? Because we are a "show" for the Rulers and Authorities in the Heavenly Realms:
Ephesians 3:9-11 NLT - "I was chosen to explain to everyone this mysterious plan that God, the Creator of all things, had kept secret from the beginning. 10 God's purpose in all this was to use the church to display his wisdom in its rich variety to all the unseen rulers and authorities in the heavenly places. 11 This was his eternal plan, which he carried out through Christ Jesus our Lord."
Things will be just as they are. There are no accidents, for we, the Creation, are the full display of God's Supreme Power for display to those Unseen Rulers and Authorities in the Heavenly Realms.
