When the Apostles drew lots to find a replacement for Judas,I don't think that was led of God.
Acts 9:15,16 Leaves me to think God already had a planned replacement in mind.

You are seeing the change from the law to the new man. The law does say the same things at times, but you really have to have your thinking cap on.
By verse 8
I Corinthians 9:8 KJV
Say I these things as a man? or saith not the law the same also?
The law does say things from God to man. In some cases the symbolism is so thick that the Holy Spirit has to lead the understanding, to compare Law to New Man. This new man is Jew and Gentile combined.
I Corinthians 9:9 KJV
For it is written in the law of Moses, Thou shalt not muzzle the mouth of the ox that treadeth out the corn. Doth God take care for oxen?
10 Or saith he
it altogether for our sakes? For our sakes, no doubt,
this is written: that he that ploweth should plow in hope; and that he that thresheth in hope should be partaker of his hope.
