It only shows that birds, along with crocodiles and dinosaurs are archosaurs. Scutes (the scales found only in these three groups) are a particular sort of dermal structure. They can be induced for form feathers, which makes sense now that we know many, if not all, dinosaurs had feathers.
The scales seen on lizards and on mammals are very different from scutes, which are found only on archosaurs.
