Does God control sin?

In what way does God "control" mass murders, serial killers and rapists?

How can God be said to "control" these heneous sins like what Hitler did?
Did not heneous things happen to Job? Did not God tell Satan that: Job 1:12 And the LORD said to Satan, "Behold, all that he has is in your power; only do not lay a hand on his person"

And then the second time did not God tell Satan: Job 2:6 And the LORD said to Satan, "Behold, he is in your hand, but spare his life."

God controlled all that happened by restraining Satan to only so much leeway.

Eph 6:12 For we do not wrestle against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this age, against spiritual hosts of wickedness in the heavenly places.

If God controls and restrains Satan, He certainly controls and restrains those above in Ephesians.

The so called "Reformed" teach that God was PLEASED at the fall of Adam and Even, and that He also ORDERED it for His GLORY!

Response: It must be admitted that sin is a part of God’s eternal plan, for he works all things according the counsel of his will (Eph. 1:11). This includes the greatest sin in human history: the murder of the Son of God (cf. Acts 2:22–23; 4:27–28). God did not merely permit the crucifixion; he purposefully and wisely ordained it unto his honor and glory. Similarly, he did not merely allow Joseph’s brothers to sell him into slavery in Egypt but meant their sinful action for his most wise and holy ends (Gen. 45:5–8; 50:20).

Nevertheless, while God ordains the evil choices of free moral agents, he does not thereby incur blame or wickedness, because he does not directly or efficiently cause any evil. He brings about the evil actions of man through secondary causation according to their own wicked desires. God is absolutely sovereign, and man is entirely responsible for his actions.[1]

You seem to need the Bible to spell everything out for you like a systematic theology.

When Revelation says that Jesus was the Lamb slain from before the foundation of the world, what is that telling us?
It tells us that even before creation, God had a plan for His Son to come and be the sacrificial lamb because He either foreknew or fore-planned that there would be sin to atone for.

God tells us that Satan is a liar and deceiver. Yet God let Satan in the garden to tempt Eve. God would have certainly foreknown what the outcome would be.

Read Daniel 11 where it talks about the Kings of the South and the North.
Dan 11:3 Then a mighty king shall arise, who shall rule with great dominion, and do according to his will.
NIV = Then a mighty king will arise, who will rule with great power and do as he pleases.

Dan 11:16 But he who comes against him shall do according to his own will
NIV =
The invader will do as he pleases

Dan 11:36 "Then the king shall do according to his own will
NIV
= The king will do as he pleases

It is talking about a whole bunch of future events where the bad guys "do as they please" and yet you know it will all come about just as God has determined.
