Does man have free will to choose salvation?

Those exact words are not, but the truth is found in the Bible.
Rom 3:23 for all have sinned and fall short of the glory of God,
Rom 3:24 and are justified by his grace as a gift, through the redemption that is in Christ Jesus,
Rom 3:25 whom God put forward as a propitiation by his blood, to be received by faith. This was to show God's righteousness, because in his divine forbearance he had passed over former sins.
Rom_3:26 It was to show his righteousness at the present time, so that he might be just and the justifier of the one who has faith in Jesus.
Rom_3:27 Then what becomes of our boasting? It is excluded. By what kind of law? By a law of works? No, but by the law of faith.
Rom_3:28 For we hold that one is justified by faith apart from works of the law.
Eph 2:8 For by grace you have been saved through faith. And this is not your own doing; it is the gift of God,
Eph 2:9 not a result of works, so that no one may boast.
Eph 2:10 For we are his workmanship, created in Christ Jesus for good works, which God prepared beforehand, that we should walk in them.

It is a human ability that everyone possesses. Everyone must decide for themselves whether they believe the gospel or reject it. God wants everyone to believe the gospel, but does not force anyone to accept it. And He has gone (and goes) to great lengths to convince people that the gospel is true and is for them.

Grace and faith are gifts from God for us to believe.
faith, and that not of yourselves. That refers to the entire previous statement of salvation, not only the grace but also the faith. Although people are required to believe for salvation, even that faith is part of the gift of God which saves and cannot be exercised by one's own power. God's grace is preeminent in every aspect of salvation (cf. Rom_3:20; Gal_2:16).
 
God loves the world of unsaved people.

God hates evil.

Scripture says God hates evil people.

What do you make of these Scriptures?

God hates the workers of iniquity (Psalm 5:5)
God hates the wicked (Psalm 11:5)
God hates the sacrifices of the wicked (Proverbs 15:8)
God hates the ways of the wicked (Proverbs 15:9)
God hates the thoughts of the wicked (Proverbs 15:26)
God hates feet that make haste to run to evil (Proverbs 6:18)
God hated Esau (Malachi 1:1-3; Romans 9:13)
God hates the deeds of the Nicolaitans (Revelation 2:6)
 
2 Corinthians 6:1 "Working together with him, then, we appeal to you not to receive the grace of God in vain."

Galatians 1:6 "I am astonished that you are so quickly deserting him who called you in the grace of Christ and are turning to a different gospel—"

Galatians 5:4 "You are severed from Christ, you who would be justified by the law; you have fallen away from grace."

This is how it goes:

1. One gets called by God through the grace of God at God's choice of time and place. This is John 6:44.
2a. One chooses to repent or not of one's sins. If one chooses not to repent of one's sins, one falls away from the grace of God (as shown above that is possible).
2b. One chooses to believe or not the gospel of Christ. If one chooses not to believe the gospel of Christ, again one falls away from the grace of God. 2a and 2b are Mark 1:15.
3. One is sanctified (sealed) with the Holy Spirit by God's action if God so pleases. Once sanctified though, always sanctified. Grace never departs. This is Hebrews 10:10.

Grace is then only present in all three stages for any human being, if at the end by stage 3 one is sanctified with the Holy Spirit by God's action not ours. Truly many are called, few are chosen for they fall away from grace by their own free choice in stage 2.

One has Faith in them b4 they hear the Gospel, in order to hear the Gospel and believe. The Gospel reveals the righteousness of God to Faith Rom 1:16-17

16 For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek.

17 For therein[The Gospel] is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith.

See man by nature doesnt have Gospel hearing and receiving Faith, its a fruit of the Spirit

Faith for salvation comes by hearing the word of salvation:
The Gospel.
One has Faith in them first by regeneration, then they hear the Gospel as it is revealed to Faith Rom 1:16-17

16 For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek.

17 For therein[the Gospel of Christ] is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith.

Its as plain as day that the Gospel reveals/makes known the righteousness of God to Faith. Simple reason tells us Faith existed already to receive the revelation of the Gospel Truth.

Yeah, you do realize the future could be an hour from now to 6 months or beyond. The point is when the Truth comes they will be spiritually able to hear it and embrace it and Trust in Jesus. For example Cornelius obviously had Faith long b4 he heard the Gospel from the mouth of peter in Acts 10:34-35

34 Then Peter opened his mouth, and said, Of a truth I perceive that God is no respecter of persons:

35 But in every nation he that feareth him, and worketh righteousness, is accepted with him.

Now Cornelius had a spiritual faith way b4 he met Peter because he had a God honoring prayer life which cannot be without Faith Acts 10:1-4

There was a certain man in Caesarea called Cornelius, a centurion of the band called the Italian band,

2 A devout man, and one that feared God with all his house, which gave much alms to the people, and prayed to God alway.

3 ;He saw in a vision evidently about the ninth hour of the day an angel of God coming in to him, and saying unto him, Cornelius.

4 And when he looked on him, he was afraid, and said, What is it, Lord? And he said unto him, Thy prayers and thine alms are come up for a memorial before God.
 
But first he had to believe there was a God . The faith comes from God after believing .
I just said he had God given Faith, yet he had not heard the Gospel and believed. Peter was sent to him to hear and believe the gospel Acts 15:7

And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe.

So he already had Faith. One in order to hear and believe the Gospel must already have faith given them in regeneration.
