And notice that that Paul didn't need to tell the jailor to repent; for he was already repenting. This was evidence that God already gave him a new heart. (Ezekiel 36:26)

Absolutely, in fact, the Gospel Imperatives are only given to them that are New Creatures in Christ, and their obedience to those commands are evidences of the same ! The Flesh or the Natural man is not commanded to repent nor believe on Christ , but they which are begotten again !
