Ever since I was a child, I've seen people that vanish when I blink, and other things that do the same. It's been happening daily for years and I'm sick of it. I've also had several scary encounters with entities I can't see. My mom says it's the Devil's work. Is there anyway to put an end to my hallucinating?

What makes you think that they're hallucinations? Have you ever considered that they may be real? Why would you be scared of them? You have total authority over them in the name of Jesus. Evil spirits are easier to deal with than evil people. People don't always leave when you tell them to, the evil spirits do.
Am I right to assume that when this happens that you disengage from the entity? Why not try engaging it and taking authority over it? Have you ever spoke to one of them and commanded that they leave in the name of Jesus Christ? Or asked the Lord what it is that He's trying to show you?

First off I believe you should rule out the possibility of mental illness. It is nothing shameful or taboo to possibly have a mental illness, sister, I have mental illness myself, that's no different than a person having diabetes or glaucoma! Most everyone has an affliction of the body and/or mind.
Psychosis (hearing, seeing, and/or smelling things that aren't there) is not as uncommon as you might think. Rule out that possibility, see a psychologist and get a little counseling and possibly medication to see if it helps. It may, it may not!
If you are not a Christian, it's unlikely that you'll have power and authority over the realm of the enemy. If you are a Christian and the demon won't leave you be, consider Mark 9:29, when Jesus said "this kind of demon can only come out by prayer and fasting." Are you prayed and fasted up? Do you resist Satan?
Get a pastoral figure involved during this process. But I would urge you to start with ruling out the mental avenue first.

Satan does not want Gods people to understand what they have access to. The same God that backed up His servant David, and delivered a giant into His hand, is the same God that you have with you at all times. Evil spirits and demons tremble at the name of Jesus Christ. James 2:19 James 4:7 Luke 10:17 Rather than allow fear to creep in, why not say, Father, this evil spirit did not enter in here without your foreknowledge, so what are you saying or trying to show me? I am of the mind that one would do better to not give the entity the satisfaction of your attention, but rather turn to God, and most assuredly invoke the name of Jesus Christ.
These being hate you and would see you dead. So why's it standing there calling you names if it's so powerful?! Because it has no power over you unless you give it to it. A Spirit filled Christian is the (next to) last one that an evil spirit wants to encounter.
Engage this thing, it sounds like you have a gift. Don't engage the entity other than to take authority over it, engage the Lord. There's got to be a reason behind these manifestations. Perhaps they happen so often because the Lord is trying to show you something...and you're not getting it?!
Confront this thing and set it at the Lords feet. Ok Lord, what's going on and why?
They can not hurt you. Why do you think that their main weapon is deception? That's all they have brother. You just keep clinging to the Lord and you'll be safe.

Seeing people out of the corner of your eye just to have them vanish is not uncommon. You might have also seen floaters that look like little spider webs floating around the inside of your eye. It's the result from clumping of the vitreous gel inside the vitreous. Usually it subsides over time.
It could, however, represent a serious condition like a detached or a torn retina. It probably doesn't, and seeing an eye doctor will clear things up in no time.
As for engaging one of the entities, it's very likely that it could've been a dream. Dreams are not fully understood yet, and when a dream is so vivid and runs almost exactly parallel to our life, it can be hard to distinguish the difference. Alternatively, it could have been something called Sleep Paralysis. Sleep paralysis is absolutely terrifying, but harmless.

Solid, real people. I blink and they vanish. They're only there for a few second, enough for my mind to register their presence,
They're not seen out of the the corner of my eye, I've faced many head on. I've also gone to the eye doctor recently and there's nothing wrong.

I've learned some things about such problems. They are not only indeed real, but have to be stopped.
Chris's videos are gentle, instructive, and make fore informative, easy listening.

Do you think it is prudent to go into law enforcement with an untreated mental disorder (if you have one)?
If I wanted to avoid seeing a doctor, then a part of me fears that I may have something amiss, and fear having to deal with it.
Also, in post # 3, having your post censored, points to what evil (fear-based concepts) has suggested to the mind. In other words, these perceived entities are not love-based at all, so they can only be termed as evil. Evil is fear feeding of fear, so do not pay any attention to their suggestions (words/images). Their suggestions is how they bait people, and their bait always tastes of fear (e,g., unsettling).
Use scripture, like Jesus Christ did when tempted by the devil. The devil fled after three opposing verses.

Hi Kitt, for some reason or another the Lord has handed you over to this. I can assure you that one day, when you go to be with Him, he will tell you it's all over and you don't have to be afraid anymore. He loves you and is waiting for that day to come!
