10. Phrygia, and Pamphylia, in Egypt, and in the parts of Libya about Cyrene, and strangers of Rome, Jews and proselytes,
11. Cretes and Arabians, we do hear them speak in our tongues the wonderful works of God.
The Jews and proselytes in verse 10 are pre Christian. They came from the lands that listened to the Ezekiel dispersion of good Jews (that mourned over the sins of Israel).
Some of the foreign lands had people that converted to the law of Moses. The converts went to worship at Jerusalem.
Zechariah 14:16 kjv
16. And it shall come to pass, that every one that is left of all the nations which came against Jerusalem shall even go up from year to year to worship the King, the LORD of hosts, and to keep the feast of tabernacles.
17. And it shall be, that whoso will not come up of all the families of the earth unto Jerusalem to worship the King, the LORD of hosts, even upon them shall be no rain.
The Righteous Jews from the Ezekiel dispersion had converts with them. These are the ones who believed at Pentecost.
I believe they were called the way previous to being called Christians.
