But what makes you declare another member is not saved?

What are the requirements for salvation?
Generally speaking, of course.
Just read the scriptures for your answer but I'll sum it up for you.
1. Belief and faith
2. Confession of belief ( re; the Ethiopian eunuch and Romans 10:9-10)
3. Repentance (Acts2:38)
4. Baptism into Christ, immersion in water for the remission of sins (Acts 2:38)

The Lord then adds you to his body which is the church (Acts 2:47)

That's it! Do the above, all of it, and you're saved according to scripture.
