Prayer is one of the means God ordained to draw us into the activity of his will being carried out in all things. For the person not interested in God's will being done, it is useless. To the person redeemed through the Cross, it is a precious opportunity to enjoy sharing in the work of God of bringing His will "to earth as is it in heaven", including the eventual salvation of those currently blind, resistant, and defiant to His offer of salvation.

In the act of praying, He also works in us to conform us more to his image and shed our blindness to sin and open our eyes to His glory. Again, for the person that does not value being more like the Lord Jesus, in their blindness it will appear useless.
 
Jude 22-23 Be merciful to those who doubt; snatch others from the fire and save them; to others show mercy mixed with fear - hating even the clothing stained by corrupted flesh.
 
Luke 11:8 - "I tell you, although he will not get up and supply him anything because he is his friend, yet because of his shameless persistence and insistence, he will get up and give him as much as he needs."

We need to stay befor the Father,prayering for those who are not saved to receive the Bread of Salvation -- like the man in Luke 11:8 did fo rhis friend.

Who do we need to persevere with God in prayer concerning the salvation of others?

It's certainly not because we have to change God's mind. He never changes. His mind is made up. He wants all men saved. The reason we have to persevere in intercession is to put pressure on the demonic forces that are trying to keep God's will from being accomplished. Those forces must be broken down through prayer so that stronholds are destroyed and spiritual blinders are removed from the spiritual eyes of the people we are praying for.

While God will not go against the will of people, He will move through our intercession to reveal himself. Through persistent prayers God will bring them to the knowledge of their need for Him. Then they will reach out for Him and spiritual rebirth can take place!

we are called to discipleship and worship. we are not call to entangle ourselves with the world affairs, but we must pray for even our enemies. for god says in "his word", that he would make your enemy live at peace with you, if your ways pleases him." we live in a world where everyone do not believe and those that do say they are believers are carnal minded and prideful human beings. the flesh has enmity towards the spirit. when we walk not in the spirit we have no knowledge of the things of god and who he is working with or in. we speak vile things when we walk in spiritual darkness, and do evil to those who do. as a child of god you ought to ask god to give you a heart to pray for your enemies and the ones that persecute you. what a joy to behold when one soul repent. we have to live in this world regardless to who believe or do not believe. it is hard to rejoice and even have a conversation with the unbeliever. the motivations for conversation for unbelievers is not to exalt god but the exaltation of the world,flesh, or money and power. if that is all they know , then that is what they can be. but you as a believer can not chasten your behavior or conversation in the fashion of the world. you are set aside for the glory of god, and the kingdom of heaven. if you have to endure being lied on, spied on, trials after trials, then press on. god is getting the glory, you just can't see how in your persecutions for his righteousness ,god is being honored.set the cross before you and the world behind you and see how many souls that will take you to calvary and while on your way down to your knees to pray for their souls.

Just a bit of a friendly challenge to your assertions:

Do you think we alone have what it takes to put pressure on demonic forces? Also, do you think Satan has the ability to "keep God's will from being accomplished?"
While God will not go against the will of people...
IN the old testament when God killed peopIe and destroyed whole nations in his righteous judgement, do you think he did "not go against the will of people". Also, I find it a great comfort to know my almighty Father "goes against" my will when my prone-to-wander heart leads me toward sin.
 
Prayer is very hard for some people as they do not know how to pray or they think there should be some grand format to follow to make a perfect prayer. Some are even afraid to even approach Jesus as they feel he is unreachable in their lives for the way they live, but Jesus will hear the prayers of anyone who has a sincere heart for the Lord no matter who they are and in all boldness will come to him.

Hebrews 4:16 Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.

Hebrews 7:25 Wherefore he is able also to save them to the uttermost that come unto God by him, seeing he ever liveth to make intercession for them.

Praying is humbling ourselves before the Lord and making a petition before him in simplicity of words for whatever our need is. Jesus, as our mediator, sits at the right hand of God making intercession for the saints of God as he presents our petitions before the Father. You do not need eloquent elaborate words or long prayers that use vain repetitions like the Pharisees used as God called them hypocrites because they were arrogant in their ways loving to have others see them in such formality who made the outside of themselves look good, but were nothing more than full of iniquity.

We do not have to be repetitious in our prayers as Jesus already heard you the first time. Pray once and then stand strong in faith to know God has heard your prayer and then just keep praising him and thanking him for his answer to your prayer even though you might not see an answer yet, but know that God in his timing will answer you.
 
Speaking of what God knows...
He already knows what we want before we ask.

Zechariah found that out the hard way.
Yes, he wanted a son...he always wanted a son. He and Elizabeth did everything right so that possibly God would bless them with a son.
But when Zechariah prayed it was a particular memorized prayer that included nothing about his son.

Gabriel told him his prayers were answered. ALL of them (which included God sending the Messiah)
And his son.

So....
God hears ALL prayers. Prayers are for meditation upon God and treating Him with respect. Not like a Santa Claus of a sort.
But also God is personable...he has humor, sadness. Joy and adoration just like us.
But God cannot change his mind. He doesn't have bad days. All his days are good. All his ways are good.
