If I had to guess the purpose of the building, 'bank' would not have been on my Top 20 list of guesses!
But your initial thought is why I took that. It does fit a new city hall appearence.

The building is old, or at least the architecture design is old.
(It actually reminded me of a government building in Nassau, Bahamas!)

Oh....that would have been the time period when the Bank of Scotland was going into business with Pat Robertson.
That is..........before Robertson went on his tv show and railed against the gays who worked for the Bank of Scotland, and how that behavior would be brought to America and infect Americans. It was such rot! Robertson wanted a reason to back out of the deal in order to get a financial settlement, which he did get even though he was at fault.
