A Kansas state lawmaker says a bill she's introduced that would give school teachers and caregivers expanded rights to spank children is not "intended to legalize child abuse."
Democratic state representative Gail Finney of Wichita put out a statement Tuesday after media stories about her legislation, which would expand on current Kansas law by allowing teachers and caregivers to spank children up to 10 times, possibly causing redness and bruising.

The legislation specifically would allow for spankings "up to ten forceful applications in succession of a bare, open-hand palm against the clothed buttocks of a child and any such reasonable physical force on the child as may be necessary to hold, restrain or control the child in the course of maintaining authority over the child, acknowledging that redness or bruising may occur on the tender skin of a child as a result."

In her statement, Finney said that "Parental corporal discipline in Kansas, along with 49 other states, has always been permitted. Unfortunately, Kansas has never affirmatively, expressly defined corporal discipline in Kansas statute, leaving the interpretation of that matter to administrative officials in the executive branch, law enforcement personnel, and the judicial branch."

Finney went on to write that her bill "is intended to (i) provide guidance to state officials in the administrative and judicial branches; (ii) serve as a guideline to parents; and (iii) protect Kansas children from abuse."

Some in Kansas are voicing opposition to the bill.

"Twenty, 30 years ago, we didn't sit in car seats, and we do now. So maybe they did spank or were spanked as a child, but now we have research that shows it is less effective than time out. It tends to lead to more aggressive behavior with a child," pediatric nurse practitioner Amy Terreros, a child abuse expert at Children's Mercy Hospital, told CNN affiliate KCTV in Kansas City, Missouri.

Rep. John Rubin, chairman of the Kansas House Corrections and Juvenile Justice Committee, said he isn't sure the committee will consider the bill, according to KCTV.
 
Well me myself' I believe in corporal punishment. Doing it man's way is why kids give their parents a lot of trouble. Some times you have to knock your kids down' and I mean literally. When parents say I will never hit little Jimmy' little Jimmy might hit you though. And in a lot of cases little Jimmy will grow up to hit you. So you should have beat little Jimmy's behind years ago. Don't beat your kids to be mean' but when you have to' beat their little behinds with a belt.
 
With some of today's kids, if someone in the position of power at school were to 'spank,' it would lead to a law suit for 'improper touching' (i.e., sexual abuse). As well as some kids would not have 'fear' of spankings as such, because they've been beaten in their homes.

Schools need to have proper means of discipline, and the students need to learn respect for authority. No doubts about that at all.

But at what age would the spankings no longer happen? 4th grade? 8th grade? 12th grade?

I'm just not certain that spankings will solve the problems within the schools. I am certain that spankings would lead to more problems for the schools.

I was talking about us parents' spanking our own kids.
 
At the school I attended for elementary school, they could take you to the principle's office for "paddling" if they had your parent's permission.

Oh yeah' I remember that all to well' and they kept it up in Philadelphia Junior High Schools too. And boy did I use to get it.
 
I never did, but I came close a time or two. The teacher let me know she had my mom's permission to spank me when I was acting up in class, and I behaved after that...at least for that day.
 
I guess I'm a dinosaur now. Our school didn't need permission to spank the kids. I got it a few times. At home I got it with a belt until I was too old for it, then my dad would just knock me on my butt with his fist. I wasn't abused and I don't hold it against him. I asked for it. I grew up knowing what respect means.

Yeah the schools of my day did not need permission to spank you. And my dad had to kick my tail at times' one time he had to when I was about 26 and married' because I was drunk and acting crazy. So he had to knock me down in front of my wife. Them old school people didn't play.

I was in 9th or 10th grade when they started asking permission to spank students. We were all sent home with a note to show our parents. Of course, the kids who really needed it just threw theirs away, so it didn't do a lot of good.

Wow. Our school had holes drilled in the paddle so that it would hurt more, I think.

I heard that rumor when I was in school, but the one time I saw the vice principle's paddle, it didn't have any holes in it.

Lol I remember the boys talking about there being holes in the paddle...and spikes. That last part was definitely made up.
 
I'm a big believer in corporal punishment. We rarely do "Time-Out" at my house, and that's because my dad used to take time out of his busy day to bust my butt when I needed it. Now that I'm older and look back, I also recognize that there were more than a few times I should've gotten my butt whipped, but didn't.

I'm pretty iffy on spanking or paddling or whatever being done by someone other than the parent, though. On one hand I think, "No, that's my kid. If they do something wrong, then tell me, and I will deal with it." But then I recall what my dad once told me, and his mother confirmed - "If your neighbor caught you doing something you weren't supposed to do, they'd bust your butt. Then they would take you home and tell your momma, and she'd bust your butt. Then when your daddy got home, your mom would tell him what you did and he would bust your butt."

That's just how it was when my dad was a kid and - this is only my opinion, of course - it seems to me that each generation (by and large) gets a little worse in terms of discipline, respect, and just plain manners.

But regardless, I think 10 whacks is too much. I mean, their butt's probably going to be a little red for a minute if they get a spanking, but anything that leaves a bruise or a welt is just ridiculous. Our limit for our kids is 3, but usually it's just 1 good swat on the butt and we call it a day.

It'll be interesting to see how this plays out.

With the girls, she took away their TV and computer privileges.

Our principles did. It was a hardwood paddle about 18" long with 3 or 4 1" holes (guessing at the size) drilled and finished into it right down the center of the striking surface.

Grounding my kids didn't work. The wife would let them off, everytime. I'd come home from work and they'd be outside playing and were supposed to be grounded, and the wife would say, oh Ed, that's punishment for me to make them stay inside all day...So I tried making them copy out of the dictionary. My younger son probably copied the word "respect", and it's definition, literally, 50 thousand times when he was a kid...to this day, if you ask him what respect means...he can't tell you.
