Because while satan does rule this world, He is restrained in his actions. This also answers a lot of other points made.

The world is the story of Job written big. Satan and his followers are hear to deceive followers of God. You don’t deceive someone when you kill them for not accepting your deception. satan wants to undermine an twist the faith of believers to such an extent as to make their faith so far from the truth of Jesus as to make them fall away from the Atonement of Jesus.
