1John 4:18 There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love.

We can't touch torment nor can it affect us if we are truly walking in Gods perfect love.
 
I can save your life in many ways depending on how you need saved, but it's up to you to receive the help
 
just because you put Jesus on your car dashboard as is head bobbles around still can't make God real to you unless you seek Him and find Him in all truth.

Do you mean being loved back is a fear? If you fear being loved is that why there is no touch because to love you want to touch but you can't because of the fear?

I get the 'no love = fear' part. It means the person who fears God's punishment is showing that they do not love like God loves yet. For if they did they would be perfect in behavior and have no need to fear God's punishment. But I don't get the connection between that and 'touch =no love'.

It would be about His mercy and grace in the lives of those who are in despair not knowing God until a stranger crosses their path and helps them out of their despair as the stranger shows them the glory of the Lord within their situations.
