The word angel means messenger, and as such even a prophet such as Jonah could be delivering a message of God to Nineveh.
Are there other incidents of men being called angels? In Revelation 1:1 we read of Jesus' angel.

Now, just who was this angel that was said to be Jesus' angel in Revelation 1:1? We read in the following two verses where John even bowed down to the one giving him Jesus' revelation, and Jesus' angel tells John that he is also one of our brethren. Even in this present day we may entertain angels unaware as God sends someone; even a pastor with a special message just to you. Hebrews 13:2 Be not forgetful to entertain strangers: for thereby some have entertained angels unawares.
Revelation 19:10. "And I fell at his feet to worship him (Jesus' angel). And he said unto me, See thou do it not: I am thy fellowservant, and of thy brethren that have the testimony of Jesus: worship God: for the testimony of Jesus is the spirit of prophecy."
Revelation 22:9. "Then saith he unto me, See thou do it not: for I am thy fellowservant, and of thy brethren the prophets, and of them which keep the sayings of this book: worship God."
I will add Hebrews 2:5 to the mix if you will allow me. For unto the angels hath he not put in subjection the world to come, whereof we speak. In other words God at that time is using human messengers even in passing out judgments.
