†. Num 35:31-33 . . Do not accept a ransom for the life of a murderer, who deserves to die. He must surely be put to death. Do not pollute the land where you are. Bloodshed pollutes the land, and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it.
That law disturbs me a bit and causes me to seriously ponder how it will affect my future as an Oregon resident where Gov. John Kitzhaber recently mandated a moratorium on executions while he's in office.
†. Gen 9:5-6a . . But for your own life-blood I will require a reckoning: I will require it of every beast; of man, too, will I require a reckoning for human life, of every man for that of his fellow man! Whoever sheds the blood of man, by man shall his blood be shed
Accountability for the death of a human being is a stipulation of Noah's covenanted law that has never been repealed. It is a universal law that applies to every beast and to every human being.

Gen 9:8-10 . .Then God said to Noah and to his sons with him: I now establish my covenant with you and with your descendants after you; and with every living creature that was with you— the birds, the livestock and all the wild animals, all those that came out of the ark with you —every living creature on earth.
Are people today Noah's descendants? Yes. So then, that covenant is just as binding upon people today as it was upon Noah. Are the creatures of the world today descendants of the creatures aboard the ark? Yes. So then that covenant is just as binding upon today's creatures as it was upon those that came off the ark: and every time there's a rainbow, we're reminded.
†. Gen 9:6b . . for in His image did God make man.
Refusal to execute murderers undervalues the sanctity of not only Man, but more importantly, the sanctity of Almighty God because Man was made in His likeness. Shouldn't it be a death offense to kill God without justification? Then it has to be a death offense to kill someone in His image without justification; ergo: the death penalty is a courtesy to God while moratoriums against it reveal that Gov. Kitzhaber thinks less of his creator than he does the murderers he's shielding from justice.
ps: I guess it's no surprise that Gov. Kitzhaber is openly shacking up with a girlfriend. If he despises God's prescription for sanitizing Oregon of a murder victim's blood, then why ever would he bother to comply with God's feelings about morality? You know what disturbs me? A majority of Oregon's voters put that man in office while fully aware of his unholy relationship; which tells me that a majority of Oregon's voters don't seem to think much of God's feelings about morality either.
