Jerusalem is not Babylon. Rather, the Jerusalem of Revelation so closely resembled the Babylon of Jeremiah that it was referred to as Babylon (also Egypt and Sodom) as a warning. Read Jeremiah 50 and 51 before reading Revelation. Then consider Matt 16:23 with regards to whom Jesus was speaking, and how He addressed him.

Jer 51:13 O thou that dwellest upon many waters, abundant in treasures, thine end is come, and the measure of thy covetousness.
Rev 17:1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:
 
All of his descendants. Probably all of the Jews around the world. It was said his seed would be multiplied innumerable so it almost has to be them. I guess, a loose guess, lol.

Rom_4:13 For the promise, that he should be the heir of the world, was not to Abraham, or to his seed, through the law, but through the righteousness of faith.
Rom_4:16 Therefore it is of faith, that it might be by grace; to the end the promise might be sure to all the seed; not to that only which is of the law (Jew), but to that also which is of the faith of Abraham (Gentile); who is the father of us all,

The picture of the Church, the Body of Christ, Jew and Gentile (the one new man).

Rom_9:8 That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
Gal_3:16 Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy Seed, which is Christ.

The promises the Lord made to Abraham and his one Seed, Christ. It was never about genetics it was about the coming Messiah (the Seed) and we that are in Him by faith (like Abraham) are counted as seeds as are the faithful Jews of the law (the old testament saints) and the NT Jewish believers in Christ.
