New Orleans wasn't a haven of sex and booze. Only parts of it. Such as the French Quarter, which was unscathed compared to the areas that were flooded.
It seems odd God would skip over Bourbon Street when destroying an area supposedly populated by sinners.

Well I disagree with that, cause I will let Jesus be the pilot and I will be the co-pilot. Let him navigate and get us through the storm, I am going to sit back and let him fly it. As far as the hurricane topic on what I think, natural destruction is talked about near the end of time. the coming of the messiah. Many people are being killed by natural disasters and the seals are being opened and many things in the bible which must pass has allready happened, amazing!! A good read was The signature of God by Grant R. Jeffrey which talks about many things which must come to pass and natural disasters.

New Orleans is known the world over as a place that welcomes sin.
If God was passing final Judgement on New Orleans and America it would be completely destroyed.
Catastrophe's such as this should be used as a time to reflect upon personal sins as well as national.
Even the secular world as given by the comedian example recognizes that New Orleans was famous for brothels, whores and strip clubs and wild times.
