That is the common interpretation.
3 And I will give power to my two witnesses, and they will prophesy one thousand two hundred and sixty days, clothed in sackcloth.” 4 These are the two olive trees and the two lampstands standing before the God of the earth. 5 And if anyone wants to harm them, fire proceeds from their mouth and devours their enemies. And if anyone wants to harm them, he must be killed in this manner. Revelation 11:3-5
The book of Revelation uses the Old Testament scriptures as a "key" to understanding, or "decoding" the language used, since at the time, there were no such New Testament scriptures written.
Now the angel who talked with me came back and wakened me, as a man who is wakened out of his sleep. 2 And he said to me, “What do you see?” So I said, “I am looking, and there is a lampstand of solid gold with a bowl on top of it, and on the stand seven lamps with seven pipes to the seven lamps. 3 Two olive trees are by it, one at the right of the bowl and the other at its left.” 4 So I answered and spoke to the angel who talked with me, saying, “What are these, my lord?”
5 Then the angel who talked with me answered and said to me, “Do you not know what these are?” And I said, “No, my lord.”
11 Then I answered and said to him, “What are these two olive trees—at the right of the lampstand and at its left?” 12 And I further answered and said to him, “What are these two olive branches that drip [
c]into the receptacles of the two gold pipes from which the golden oil drains?”13 Then he answered me and said, “Do you not know what these are?”
And I said, “No, my lord.”14 So he said, “These are the two anointed ones, who stand beside the Lord of the whole earth.”
Zechariah 4:1-5, 11-14
- These are the two olive trees and the two lampstands standing before the God of the earth.
- These are the two anointed ones, who stand beside the Lord of the whole earth.”
These two witnesses, are appointed to be the Lord, and stay with Him as close trusted companions.
- These two witnesses are represented in the Temple King Solomon built.
23 Inside the inner sanctuary he made two cherubim of
olive wood, each ten cubits high. 1 Kings 6:23
- They are anointed ones, assigned to the Anointed One.
These two witnesses, personally "witnessed" the resurrection of Jesus Christ, from within the Tomb.
9 For as yet they did not know the Scripture, that He must rise again from the dead. 10 Then the disciples went away again to their own homes.11 But Mary stood outside by the tomb weeping, and as she wept she stooped down and looked into the tomb. 12 And she saw
two angels in white sitting, one at the head and the other at the feet, where the body of Jesus had lain. 13 Then they said to her, “Woman, why are you weeping?” John 20:9-13
These have power to bring fire down upon ungodly people.
Then the Lord appeared to him by the terebinth trees of Mamre, as he was sitting in the tent door in the heat of the day. 2 So he lifted his eyes and looked, and behold,
three men were standing by him; and when he saw them, he ran from the tent door to meet them, and bowed himself to the ground, 3 and said, “My Lord, if I have now found favor in Your sight, do not pass on by Your servant. 4 Please let a little water be brought, and wash your feet, and rest yourselves under the tree. 5 And I will bring a morsel of bread, that you may refresh your hearts. After that you may pass by, inasmuch as you have come to your servant.”They said, “Do as you have said.” Genesis 18:1-5
The Lord and these two angels who appeared as men came to Abraham.
Later were learn that these two men with the Lord were angels sent to investigate Sodom and Gomorrah, who eventually destroyed the city by fire.
It is interesting to note that the "men" of Sodom thought these angels were men, and were intending to rape them.
Genesis 19: The incident at Sodom
Now
the two angels came to Sodom in the evening, and Lot was sitting in the gate of Sodom. When Lot saw them, he rose to meet them, and he bowed himself with his face toward the ground.
4 Now before they lay down, the men of the city, the men of Sodom, both old and young, all the people from every quarter, surrounded the house. 5 And they called to Lot and said to him, “Where are the men who came to you tonight? Bring them out to us that we may know them carnally.”
12 Then the men said to Lot, “Have you anyone else here? Son-in-law, your sons, your daughters, and whomever you have in the city—take them out of this place! 13 For we will destroy this place, because the outcry against them has grown great before the face of the Lord, and
the Lord has sent us to destroy it.”
21 And he said to him, “See, I have favored you concerning this thing also, in that I will not overthrow this city for which you have spoken. 22 Hurry, escape there. For I cannot do anything until you arrive there.” Therefore the name of the city was called Zoar. 23 The sun had risen upon the earth when Lot entered Zoar. 24 Then the Lord rained brimstone and fire on Sodom and Gomorrah, from the Lord out of the heavens. 25 So He overthrew those cities, all the plain, all the inhabitants of the cities, and what grew on the ground.
