The word "ghay" which was interpreted to"earth" can mean a country, state, fenced in back yard, or a hand full of dirt. It doesn't nessasarily mean the entire world.
But if we search for more information of what the beast rules, we find it is a kingdom.

It's really not that big of a kingdom. Shoot the little horn has one of the littlest countries I've seen. It's tiny.Then again, that's why it's described as little in the Bible.

Do you not understand that when you rail against and stand in accusation of the beast, then you are standing in accusation against the ONE who gave the authority granted permission. You should read the book of Jude, it's a really short book; Even Michael the archangel would not bring railing accusation against Satan.

Persia, Greece and Rome's empires were all stronger and larger than Babylon.

Can you explain why you believe a weaker and smaller kingdom which lasts a shorter span is superior than those who are stronger, larger, and have a longer time span?

Yea I think you've definitely got your kingdoms mixed up. According to what your say the persian empire is inferior to the Babylonians empire even though the persians defeated the babylonians and conquered thier kingdom. The persian empire was roughly five or six times the size of the Babylonian empire and lasted more than twice as long. The Babylonian empire existed for less than 100 years and the persian empire existed more than 200 years.
I don't know why you believe the persian empire is inferior. It's not.
The scripture must be talking about a different kingdom. Not Persia.
