The word "ghay" which was interpreted to"earth" can mean a country, state, fenced in back yard, or a hand full of dirt. It doesn't nessasarily mean the entire world.All who dwell on the earth will worship him, whose names have not been written in the Book of Life of the Lamb slain from the foundation of the world.
But if we search for more information of what the beast rules, we find it is a kingdom.

It's really not that big of a kingdom. Shoot the little horn has one of the littlest countries I've seen. It's tiny.Then again, that's why it's described as little in the Bible.
