Uh oh, I made a mistake. I said this item is predominately metal, but as it turns out, it is predominately Celluloid!
there is metal used in it's construction but not as much as I first thought!

Is the picture/numbers fixed, or can the numbers produced on paper be adjusted?

If the ink isn't stamped on paper, is it rolled on?
 
The picture/numbers are not fixed and I suppose you could say that in a way it is totally adjustable with regard what you want it to lay onto the paper. Any numbers, any letters or any picture!

It is not rolled onto the paper but is more of a capillary action.
 
That is not its primary purpose. I suppose you could use it to measure the length of things though. Might have to do a bit of conversion.
 
A hint, it is a vintage product, like Edward's product was. Still in use, but not by very many people.

It can be made out of a variety of materials would be a better answer to Edward's question. Wood, plastic, and metal are examples.
