There's always so much news it must be hard to pick.
they cant as if they aren't violating a law for safety. I know these guys. I pass that character on the beach and also "Cynthia" she has begged for a few years. she was working that area yesterday. I passed her on the way back to city hall from a short route and again from my chill spot eating lunch.the blatant im going to mulligans just up beachland was very bold. and full of gall. yes people give them money. the source there mentioned vets any homeless they will help as they wont feed a habit.Beggers who don't say anything and sit there are all good, but the ones who approach can be problems. I would label it harrasment. The only way to crack down would be people complain about someone at the same place begging so its harrasment and they have to move on.
I said vetting ,meaning they screen the addicts and help those who want it.Some people need more support. There is no way any vet should be on the street begging.
