Romans 3:23-24
For everyone has sinned; we all fall short of God’s glorious standard. Yet God, with undeserved kindness, declares that we are righteous. He did this through Christ Jesus when he freed us from the penalty for our sins.
Everyone will stand before God regardless of status and power and position. God doesn't give diddly squat about any of that, only how it was used it.
All will give account of their words, actions and deeds.
1 Timothy 2:1-4
Pray for All Men
Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence. For this is good and acceptable in the sight of God our Savior, who desires all men to be saved and to come to the knowledge of the truth.
Yes history reveals that certain people/governments are so evil and their hearts are so hard that it would be a waste of breath to pray for them, but not a waste of breath to pray for those under their regime or territory. The present reveals the same. Mind you the Roman Government was just as brutal as governments over the last 2000 years.
But in Timothy there is an exhortation to pray for them, so that we may lead a quiet and peaceable life.
Remember to pray for HC, DT. Not only them but anyone who does not know God. Lets not judge, be harsh. Truth is if I wasn't a believer and was stood beside HC or DT on judgment day the result would be the same. GUILTY.
On a personal level I know people who shake their fist at God, stick up two fingers. Some I've shared the Gospel with and some not. Therefore I didn't pray for them.
One day God challenged my attitude and started laying such people on my heart. Pray for repentance unto salvation.
Maybe my prayer(s) will not be answered until such time as maybe a deathbed experience or a crisis experience. Maybe it won't. I have no idea but I do know that I have prayed for people that God has laid on my heart and learned to pray for people that he has not laid on my heart.
