There really is a difference between being dressed like a woman and being dressed like a harlot, and I'm quite confident that God will hold the woman who dresses like a harlot responsible for her seduction just as much as he will hold her victims responsible for their lust.

You bet He will.If she caused anyone to stumble and fall she definately will be judged on that.
