Deut 33:27
The eternal God is thy refuge, and underneath are the everlasting arms: and he shall thrust out the enemy from before thee; and shall say, Destroy them.
God is outside of Time, for He is Eternal and scripture says that He inhabits Eternity Isa 57:15
For thus saith the high and lofty One that inhabiteth eternity, whose name is Holy; I dwell in the high and holy place, with him also that is of a contrite and humble spirit, to revive the spirit of the humble, and to revive the heart of the contrite ones.
It does not matter how many scriptures one may present as to God declaring that He shall do something, for such language only serves to accommodate creatures of time, like you and i; However the beginning and ending of all time events, are ever present in the Mind of the Eternal God, for to limit God's perspective as an Eternal Being, to the perspective of a time creature, is Highly insulting to God and Blasphemous Isa 50:21
These things hast thou done, and I kept silence; thou thoughtest that I was altogether such an one as thyself: but I will reprove thee, and set them in order before thine eyes.
For God declares the End from the beginning, He is not subject to it or governed by it,but it by Him Isa 46:10, and yes it is His Power active in time that fulfills all things. In Eternity where God dwells, there is no yesterday, today, and tomorrow ! God created time, to serve and manifest His Eternal Purpose, and Eternity was there when time was not, and God inhabits Eternity !
