{2:17} When Jesus heard [it,] he saith unto them, They that are whole have no need of the physician, but they that are sick: I came not to call the righteous, but sinners to repentance.
Who are the righteous that Jesus does not come to call? Them that have no need to repent to be saved by Jesus. Who are the righteous that repent not unto salvation?
Them that are righteous by their own faith alone.
Do they not preach against repentance unto salvation? Yes, they preach righteousness by faith alone. Do they not preach they are the righteous with unrepented sinning? Yes, they preach they are the righteous by faith alone, without need of repentance unto salvation.
Whether it be righteous Jews trusting in law alone, or righteous Christians trusting in faith alone, they do not believe they must also repent of their own sinning to be saved by Jesus Christ.

The righteous by law or faith alone are not called by Jesus, because He cannot call them unto repentance to be justified with God. They are already delcared righteous in their own eyes.
Only sinners that know they are not justified with God, because of their own sinning, are called to repent by Jesus Christ unto His salvation.

{7:10} For godly sorrow worketh repentance to salvation not to be repented of: but the sorrow of the world worketh death.
Acts
{3:19} Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord;
