Who are they and what is the significance of this prophecy to the end times? Here is the text in question...

Revelation 17 King James Version (KJV)

"1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:
2 With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication.
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
4 And the woman was arrayed in purple and scarlet colour, and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:
5 And upon her forehead was a name written, Mystery, Babylon The Great, The Mother Of Harlots And Abominations Of The Earth.
6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.

10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.

12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.

One of the key points is "the beast that was, and is not" but comes back. Notice "the beast that carrieth her, which hath the seven heads and ten horns", it is the same beast which receives the 'deadly wound' in Revelation 13.

So the beast in Revelation 13 is the same beast you find in Revelation 17. The big difference is there's a woman sitting on the beast in Revelation 17. The difference is now you've got a woman, and in scripture you find a woman is a symbol of a church. This church is one that is controlling the power of Rome. So what came after the Roman Empire and rose to not just having power but a religious entity, students of history know. It says these are seven mountains, and Rome is called the city of seven hills, and a religious/political power rose from the ashes of the Roman Empire. And at the time of John, this religious entity was yet to appear as it says there are seven kings - five are fallen, one is, and the other is not yet come.

These heads represent kingdoms that persecuted God's people. You've got Egypt, Assyria, Babylon, Medo-Persia and Greece. Five that were in the past when John has this vision, all five of those powers occupied the children of Israel and persecuted them.

Now of the fallen those are all in the past, and it says five are fallen. It says one is - that was Rome at John's time, Pagan Rome ruled by the Caesars. And it says the other is not yet come, and when he is come, he must continue a short space. That's a religious/political entity, with the power of Rome ruled by the church and it says he's also the eighth. Why? You go to Revelation 13, it says he gets a deadly wound but he comes back again and goes and all the way to the end when Christ comes.

So this woman of Revelation 17 represents Babylon, the mother of harlots, false religion or apostate Christianity. Seven heads it says are seven mountains and then it says ten horns. These ten horns are the ten divisions of the Roman Empire that represent the nations of the world today. Just like in Daniel 2, where you've got the ten toes of the image after the Roman Empire, you've got the ten divisions of that Empire.

We have in verse 12, 'And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast..' Now the word kings there means kings or kingdoms, and it appears there's going to be a short time near the end of time where this beast power is going to allow these different nations to have authority as long as they direct their people and the worship back to this religious entity which comes back, but it's temporary.

As the next chapter clearly is about the fall of Babylon and these other kings of the earth are bewailing and lamenting her destruction. So for a brief period of time just before the plagues are poured out, the divisions of the Roman Empire are going to once again direct their authority back to the beast.

Yes, this is what is and has happened, and many are being deceived even now. Revelation 17 gives us a glimpse of what Babylon will be like. Using prophetic language, it describes a woman who rejects God with her whole being:
And the woman was arrayed in purple and scarlet colour, and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication: And upon her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH (Revelation 17:4-5).

The woman that rides the Beast has all the identifying features of who is this entity. In the Bible, a woman represents a church:

I have likened the daughter of Zion to a comely and delicate woman (Jeremiah 6:2).

Isaiah the prophet extends the symbol of a woman to that of a bride. The pure bride represents the pure Church:

For as a young man marrieth a virgin, so shall thy sons marry thee: and as the bridegroom rejoiceth over the bride, so shall thy God rejoice over thee (Isaiah 62:5).

Hosea describes the union of God and His people:

And I will betroth thee unto me for ever; yea, I will betroth thee unto me in righteousness, and in judgment, and in lovingkindness, and in mercies (Hosea 2:19).

The same symbolism is employed in the New Testament:

...for I have espoused you to one husband, that I may present you as a chaste virgin to Christ (2 Corinthians 11:2)

Husbands, love your wives, even as Christ also loved the church, and gave himself for it; That he might sanctify and cleanse it with the washing of water by the word, That he might present it to himself a glorious church, not having spot, or wrinkle, or any such thing; but that it should be holy and without blemish (Ephesians 5:25-27).

Let us be glad and rejoice, and give honour to him: for the marriage of the Lamb is come, and his wife hath made herself ready (Revelation 19:7).

This beautiful picture of Christ and His Bride, the Church, is marred by the image of a church, “With whom the kings of the earth have committed fornication , and the inhabitants of the earth have been made drunk with the wine of her fornication ” (Revelation 17:2).

There is the only one church on earth that fulfills these identifiers of the woman called Babylon in Revelation 17. The description of Babylon given in the book of Revelation clearly identifies Babylon as this antichrist power that persecuted the true believers and has let corruption in and has reached across the world. Because of this church's deviations from the Bible, the Protestants of the Reformation and after, referred to the church with a mere man who claims the power of God on earth, as spiritual Babylon.
 
In Rev 12:3 the other sign John saw was a great red dragon meaning Satan. Remember, this is a vision and a sign as Satan has not yet been thrown out of heaven. The description of the dragon being great and red depicts its nature and character as being fierce and murderous, John 8:44. This red dragon is depicted as having seven heads, ten horns, and seven crowns upon his heads. This is also confirmed in Rev 17 as mystery Babylon is described. The seven heads and ten horns refer to the original ten kingdoms of which three were subdued by the little horn of Daniel 7:8. The last kingdom which stands greater than all the others is that of a revived Roman Empire that takes control over all the ten nations who then implements a deceiving peace treaty to a world that is in great distress. Below is that of the seven kingdoms described as four beasts in Daniel 7:1-8 and the three kingdoms that were subdued by the little horn, which is the Roman Empire.

The three kingdoms that were subdued by the little horn of Daniel 7:24 are the Heruli, Vandals, and Ostrogoths who were eliminated by the year 538 AD under the leadership of the Eastern Roman Emperor Justinian whose deadly wound came in 1798.

Seven remaining nations that still exist today:

Babylonian Empire:
(Iraq) The lion represents the winged lions that guarded the royal places of Babylon. This Empire ran from 2000BC - 1759BC

Medo – Persian Empire:
(Iran) The ribs of the bear are part of the consuming greed that devours the first empire. This Empire ran approximately from 536BC - 330BC

Grecian Empire:
(Greece, Turkey, Syria, Egypt) Four wings of the leopard described the swiftness of this empire that ran from 334-331BC. It wrestled world dominion from Medo-Persia. After the death of Alexander the Great the kingdom was divided into four minor kingdoms that continued as prominent factors in world politics until the Roman Empire gathered it back as one kingdom.

Roman Empire: (little horn, Daniel 8:9-14, 23-27)
Iron represents the stronghold this nation had. Daniel chapter 2 mentions the iron element of this empire that it to will be divided and broken as God will set up a kingdom that will never be destroyed.
This Empire ran from 753BC -27BC

The seven heads are that of the Babylonian Empire, Medo/Persian Empire, Grecian Empire and Roman Empire. The ten horns represent the nations the Roman Empire scattered to when the deadly wound was put upon them, Daniel 7:23-25; Rev 13:3. The deadly wound came in 1798 when General Berthier of France, who made his entrance into Rome, abolished the Roman government and established a secular one and captured Pope Pius VI, who soon died in captivity in Valence, on August 29, 1799. In 1801 Napoleon made an agreement with Pope Pius II establishing Napoleon’s Organic Articles of granting the Tribunal and the Corps legislative partial control of the concordat in order to help the state monitor any politically harmful Catholic or Protestant movements or activities. The wound was largely healed in 1929 when Mussolini gave the Vatican back to Pope Pius XI and established it as a country in it's own right in the Lateran Treaty.

The Roman Empire began in 753BC by Romulus who founded Rome in 27BC with Augustus Caesar becoming the first emperor of Rome in 27 BC and died in 14AD. Rome controlled over two million square miles stretching from the Rhine River to Egypt and from Britain (England) to Asia Minor which made up the Grecian Empire of Greece, Turkey, Syria and Egypt. In 146BC the Romans destroyed Corinth during the Battle of Corinth and made the Greece Empire into a province of the Roman Empire. This timeline goes from 753BC to 27BC. Nero burned Rome in 64AD and blamed the Christian community in the city causing the Roman Empires first persecution of Christians. In 1453 was the rise of the Ottoman Empire that conquered Constantinople destroying the Byzantine Empire (Eastern Roman Empire) that reigned from 330AD to 1453AD. The Roman Empire was then called the Holy Roman Empire that was a political entity beginning in 800AD - 1806AD from the time of Charlemagne (Holy Roman Emperor) who protected Pope Leo III from Adrian's supporters in Rome to Francis II, King of France. Pope Pius VII was the Pope from 1800-1823. The Roman Empire is known today as Vatican City, a city-state surrounded by Rome and Italy who has diplomatic relations with every nation around the world.

The crowns on its heads show that this dragon claims royal authority against the true King who is God of all creation as he prepares to take his seat above all that which is Gods Kingdom claiming he is God as he prepares to deceive the world through that of an existing Roman Empire, Daniel 8:9-12; Isaiah 14:12-15.

The beast rises up out of the sea, Rev 13, as the sea here is symbolic of people and nations as in a sea of humanity, Daniel Chapter 7:1-8; Revelation 17:15. The seven heads are that of the Babylonian Empire, Medo/Persian Empire, Grecian Empire and Roman Empire. The ten horns represent the nations the Roman Empire scattered to when the deadly wound was put upon them, Daniel 7:15-28.

We know from Daniel 2, that the end time World kingdom will be ruled by 10 Kings, who will be destroyed by the Lord Himself.


Whereas you saw the feet and toes, partly of potter’s clay and partly of iron, the kingdom shall be divided; yet the strength of the iron shall be in it, just as you saw the iron mixed with ceramic clay. And as the toes of the feet were partly of iron and partly of clay, so the kingdom shall be partly strong and partly fragile. As you saw iron mixed with ceramic clay, they will mingle with the seed of men; but they will not adhere to one another, just as iron does not mix with clay. And in the days of these kings the God of heaven will set up a kingdom which shall never be destroyed; and the kingdom shall not be left to other people; it shall break in pieces and consume all these kingdoms, and it shall stand forever. Inasmuch as you saw that the stone was cut out of the mountain without hands, and that it broke in pieces the iron, the bronze, the clay, the silver, and the gold—the great God has made known to the king what will come to pass after this. The dream is certain, and its interpretation is sure.”

The four world kingdoms:

Babylon
Persia
Greece
Rome:
  • Rome in the days of Jesus
  • Rome in the last days

To me this is typified by the two legs and feet


We know the antichrist, “the prince who is to come”, is from area of Rome, as it was the Roman people who destroyed the city and sanctuary in 70 AD. (See Daniel 9:24-27)

We already have the ten kingdoms, look in your history to see what happened when the Roman Empire fell. Both Daniel 2 and Daniel 7 indicate clearly that the Roman Empire would be followed by a divided condition, or a division by other kingdoms which are represented by the feet and toes. Accordingly, from the Roman Empire is where the ten kingdoms must arise. And the territory of Rome proper was Western Europe. This is where the ten kingdoms of the seventh and second chapters of Daniel must appear in the world, on the ruin of the Roman Empire.

The Roman Empire basically disintegrated due to the attacks from the barbarian tribes. Gradually the Roman Empire lost it's power and the tribes that sacked the Roman Empire became the 10 nations of Europe. These tribes were the Ostrogoths, Visigoths, Franks, Vandals, Alemannians, Sueves, Anglo-Saxons, Heruli, Lombards, and Burgundians.

I. The Alemanni in North Switzerland, Swabia, Alsace, and Lorraine.
2. The Franks in all Gaul north and west of the Moselle.
3. The Burgundians in West Switzerland and the valleys of the Rhone and Saone in Southeast Gaul.
4. The Suevi in that part of Spain which is now Portugal.
5. The Vandals in North Africa, with capital at Carthage.
6. The Visigoths in Spain and Southwest Gaul.
7. The Angles and Saxons in Britain.
8. The Ostrogoths in Pannonia—what is now Austria.
9. The Lombards in Noricum, between the Ostrogoths and the Alemanni.
10. The Heruli in Italy.

Three of these tribes were uprooted by Papal Rome and the other seven evolved into the nations of Europe today, like Great Britain, France, Germany, Spain, etc.
And even though the strength of the iron is still in some of the nations there, it also has the clay. No matter how hard they try to bring the unity of the Roman Empire back together in Europe, they will remain separate, never to fully cleave one to another again.

We already have the ten kingdoms,

The 10 kingdoms in Daniel is future and will be ruled by 10 kings, who will be personally destroyed by Christ.

It’s interesting to note these 10 kings won’t be fully human.

It’s also interesting to note that the Club of Rome has the world divided up into 10 regions or unions patterned after the European Union.


The US, Mexico and Canada is region 1 and is called the North American Union.

Just as JLB mapped out the end of days ten nations these are the 10 kings (government of every nation) Daniel spoke of in Daniel chapter 7 that Christ will destroy from the air as they are destroyed by the brightness of His coming with the beast and false prophet cast into the lake of fire alive and then these ten kings (remnant) will be slained by Christ and their judgement being cast into the lake of fire with the beast and false prophet, 2 Thessalonians 2:3-12; Revelation 19:11-21.

We already have the ten kingdoms, look in your history to see what happened when the Roman Empire fell. Both Daniel 2 and Daniel 7 indicate clearly that the Roman Empire would be followed by a divided condition, or a division by other kingdoms which are represented by the feet and toes. Accordingly, from the Roman Empire is where the ten kingdoms must arise. And the territory of Rome proper was Western Europe. This is where the ten kingdoms of the seventh and second chapters of Daniel must appear in the world, on the ruin of the Roman Empire.

The Roman Empire basically disintegrated due to the attacks from the barbarian tribes. Gradually the Roman Empire lost it's power and the tribes that sacked the Roman Empire became the 10 nations of Europe. These tribes were the Ostrogoths, Visigoths, Franks, Vandals, Alemannians, Sueves, Anglo-Saxons, Heruli, Lombards, and Burgundians.

I. The Alemanni in North Switzerland, Swabia, Alsace, and Lorraine.
2. The Franks in all Gaul north and west of the Moselle.
3. The Burgundians in West Switzerland and the valleys of the Rhone and Saone in Southeast Gaul.
4. The Suevi in that part of Spain which is now Portugal.
5. The Vandals in North Africa, with capital at Carthage.
6. The Visigoths in Spain and Southwest Gaul.
7. The Angles and Saxons in Britain.
8. The Ostrogoths in Pannonia—what is now Austria.
9. The Lombards in Noricum, between the Ostrogoths and the Alemanni.
10. The Heruli in Italy.

Three of these tribes were uprooted by Papal Rome and the other seven evolved into the nations of Europe today, like Great Britain, France, Germany, Spain, etc.
And even though the strength of the iron is still in some of the nations there, it also has the clay. No matter how hard they try to bring the unity of the Roman Empire back together in Europe, they will remain separate, never to fully cleave one to another again.

This division into 10 kingdoms is highly artificial.
Item 7 - Angles and Saxons. They were two kingdoms. And that ignores the Jutes, the Vikings, and the pagan kings such as those of Northumbria and Cornwall.

Another is the prince who is to come.

The prince who is to come, is from or of the region of Rome.

In Rev 12:3 the other sign John saw was a great red dragon meaning Satan. Remember, this is a vision and a sign as Satan has not yet been thrown out of heaven. The description of the dragon being great and red depicts its nature and character as being fierce and murderous, John 8:44. This red dragon is depicted as having seven heads, ten horns, and seven crowns upon his heads. This is also confirmed in Rev 17 as mystery Babylon is described. The seven heads and ten horns refer to the original ten kingdoms of which three were subdued by the little horn of Daniel 7:8. The last kingdom which stands greater than all the others is that of a revived Roman Empire that takes control over all the ten nations who then implements a deceiving peace treaty to a world that is in great distress.

The three kingdoms that were subdued by the little horn of Daniel 7:24 are the Heruli, Vandals, and Ostrogoths who were eliminated by the year 538 AD under the leadership of the Eastern Roman Emperor Justinian whose deadly wound came in 1798.

The Roman Empire began in 753BC by Romulus who founded Rome in 27BC with Augustus Caesar becoming the first emperor of Rome in 27 BC and died in 14AD. Rome controlled over two million square miles stretching from the Rhine River to Egypt and from Britain (England) to Asia Minor which made up the Grecian Empire of Greece, Turkey, Syria and Egypt. In 146BC the Romans destroyed Corinth during the Battle of Corinth and made the Greece Empire into a province of the Roman Empire. This timeline goes from 753BC to 27BC. Nero burned Rome in 64AD and blamed the Christian community in the city causing the Roman Empires first persecution of Christians. In 1453 was the rise of the Ottoman Empire that conquered Constantinople destroying the Byzantine Empire (Eastern Roman Empire) that reigned from 330AD to 1453AD. The Roman Empire was then called the Holy Roman Empire that was a political entity beginning in 800AD - 1806AD from the time of Charlemagne (Holy Roman Emperor) who protected Pope Leo III from Adrian's supporters in Rome to Francis II, King of France. Pope Pius VII was the Pope from 1800-1823. The Roman Empire is known today as Vatican City, a city-state surrounded by Rome and Italy who has diplomatic relations with every nation around the world.

Papal Rome had outlawed the Holy Scriptures during its long reign of 1260 years from 538 A.D. to 1798 A.D.

His number 666 can easily be worked out from his many titles, one of which is ‘Vicarius Filii Dei’ meaning ‘in the place of God.’ Indeed' the pope has taken the place and name of God by calling himself ‘holy father’. (See also (2Thess.2) vicar=short for, in place of, and Dei=short for Deity.

One of the key points is "the beast that was, and is not" but comes back. Notice "the beast that carrieth her, which hath the seven heads and ten horns", it is the same beast which receives the 'deadly wound' in Revelation 13.

So the beast in Revelation 13 is the same beast you find in Revelation 17. The big difference is there's a woman sitting on the beast in Revelation 17. The difference is now you've got a woman, and in scripture you find a woman is a symbol of a church. This church is one that is controlling the power of Rome. So what came after the Roman Empire and rose to not just having power but a religious entity, students of history know. It says these are seven mountains, and Rome is called the city of seven hills, and a religious/political power rose from the ashes of the Roman Empire. And at the time of John, this religious entity was yet to appear as it says there are seven kings - five are fallen, one is, and the other is not yet come.

These heads represent kingdoms that persecuted God's people. You've got Egypt, Assyria, Babylon, Medo-Persia and Greece. Five that were in the past when John has this vision, all five of those powers occupied the children of Israel and persecuted them.

Now of the fallen those are all in the past, and it says five are fallen. It says one is - that was Rome at John's time, Pagan Rome ruled by the Caesars. And it says the other is not yet come, and when he is come, he must continue a short space. That's a religious/political entity, with the power of Rome ruled by the church and it says he's also the eighth. Why? You go to Revelation 13, it says he gets a deadly wound but he comes back again and goes and all the way to the end when Christ comes.

So this woman of Revelation 17 represents Babylon, the mother of harlots, false religion or apostate Christianity. Seven heads it says are seven mountains and then it says ten horns. These ten horns are the ten divisions of the Roman Empire that represent the nations of the world today. Just like in Daniel 2, where you've got the ten toes of the image after the Roman Empire, you've got the ten divisions of that Empire.

We have in verse 12, 'And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast..' Now the word kings there means kings or kingdoms, and it appears there's going to be a short time near the end of time where this beast power is going to allow these different nations to have authority as long as they direct their people and the worship back to this religious entity which comes back, but it's temporary.

As the next chapter clearly is about the fall of Babylon and these other kings of the earth are bewailing and lamenting her destruction. So for a brief period of time just before the plagues are poured out, the divisions of the Roman Empire are going to once again direct their authority back to the beast.

The 7 heads of the first beast of Revelation are Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome, Byzantium, and the United States of Europe, which is the 8th head.
