because people abandon boats or operate poorly I must disagree with kiwidan.

as of yesterday a boat ran ashore of riomar and was leaking oil and gas .who should pay for removal and clean up ?

if its insurance then they will force you to have a license in order to have a coverage .so either demonstrate profiency to them or the state

Nothing is perfect. People abandon cars as well and driving is a privellege with a licence attached. And people break the rules and do stupid things so many idiots on the road. Before i split the dump i was living when i would drive to work i would be avoiding potholes, and driving on the dangerous roads i would always see dumped cars. Have to be careful when it rains as well slippery roads with all that oil.

The difference in USA law is over public and private property. I don't need a license if I'm at a privately owned lake, but to use public lakes or water ways I would. Most of this comes from case laws and pesky insurance companies poking law makers.

I know some states vary but given I look for old monitoring wells on routes because it tells of what was often what a gas station ,industry ,military base .
so if you decide to dump oil and tires on your lake and lot ,and it won't spread to your neighbors

look for you I will post photos what I call mine fields ,they are monitoring wells from old gas stations ,gas leaks and they must mitigate drinking water and soil contimination.

people do dump raw sewage into lakes and rivers ,while I hate the state double standards you can't allow big sugar to muck up the ocean and rivers but punish the local fisherman for doing the same thing .

Florida and the South East up to tennesee are limestone meaning any pollutant will enter the under ground water that is 1000 ft deep . Florida ,Georgia and South Carolina share water from that aquifer .
the city I work for ,can fully draw one well and all the irrigation wells in 500 homes go dry and it has happened .don't assume your 100 ft well isn't connected to your neighbors well or that lake isnt fed or to feed to or by theirs .we draw lines,mother earth doesn't quite do that .

you or they ,if you in neglicence kill and only have 1000 or per my state 10 grand of bodily harm (auto insurance). the victim family should go homeless ?

I dont think vehicle insurance is compulsary either. I never had insurance. I think, but i could be wrong i dont like making a statement if im not 100%, if someone is not insured and has a crash and is broke the other person would get nothing even its not there fault. I mean take them to court and get a dollar a week pay back.

you can't sue a pauper and expect him to pay your medical expenses fast .

my wife's shoulder surgery was 100000 grand .

now do you think a person has that in cash?and the courts move slow .

I was injured march 26,1998
I was paid from a settlement in Apr 1999.
I could work ,imagine if I couldn't .the money I got went to medical bills and lawyer fees,I got 13 grand . if he was uninsured .I wouldn't get that for my car or my injury

Oh yea injury i think is covered by ACC. Everyone pays ACC. Accident compensation. If someone is injured in a accident they are covered. Hospital and medical. Every citizen is covered.

if a pedestrian or passenger is injured by a driver ,per no fault law the driver insurance pays .

I wasn't the only victim ,my girlfriend was my insurance paid her health issues and collected from the other driver

I had a row boat once and i would get my limit of fish while big super yachts and people i know going fishing past me on way out to sea and waving to me as they wasting gas and they always come back with nothing or maybe one or two fish if they lucky.
