Unfortunately I don't know what movie that quote is referring to.
"Independence Day" when Bill Pullman/President Tom Whitmore greets Jeff Goldblum/David Levinson and Will Smith/Capt. Steven Hiller after their crash landing following their successful attack on the Mother Ship of the aliens. Goldblum/Levinson had suggested the crazy, insane and suicidal idea of invading the Mother Ship and uploading a virus to the computer systems onboard. No one thought it would work, but were willing to give it a chance since no one had any other brilliant ideas. Pullman/Whitmore greeted Capt. Hiller first, saluting him for his piloting skills in flying a space ship he had never seen before the day he flew it, then offered his hand to Goldblum/Levinson (they didn't like each other because Goldblum/Levinson thought Pullman/Whitmore caused Goldblum/Levinson's divorce from the president's media secretary, Margaret Colin/Constance Spano), and said "Not bad, David. Not bad at all."

Clear as mud now? :D

I love that movie! :D I could probably come up with a few quotes from the German translation of it, but I've probably never seen it in English. :(

Well of course that quote made sense in connection with the picture of the exploding borg cube.
