It is clearly referring to fear of wrath and death based on a mind set on the flesh.

In both cases, the meaning is not that believers should never fear, as God has given us fear responses that should be appropriate to certain stimuli:

Pro 22:3 The prudent sees danger and hides himself, but the simple go on and suffer for it. (ESV)

Notice that the Bible says those who are prudent take appropriate precautions, but those who are simple don't, and pay the price. In this case, the prudent are those who follow mandates and get vaccinated since getting COVID is much, much worse.

Second, the hypocrisy in claiming that those who get vaccinated are being fearful, all the while displaying a very clear and substantial fear of the vaccines and supposed government control. You are both being very fearful, so it's probably best to just drop the claim that only those who disagree with you are being fearful.

I will be vaccinated next week with my third COVID booster (5 shots in all). Why? Because I am not stupid!!! I want to live as long as the Lord will permit. I have been vaccinated against many diseases, including measles, mumps, rubella, polio, tetanus, smallpox, shingles, pneumonia, the flu, and COVID (and maybe others).
