"Christians must be taught (and) instructed..."

You can end your quote there. No Catholic church needed. Catholicism will only teach you a false works justification theology, not the theology of God's righteousness given to you when you believe in God apart from your works taught in scripture.

The Catholic church is no way representative of the original Apostles. That is the point of contention.

I don't see the Catholic Church mentioned in the Bible.

If you knew anything about Luther you'd know he revolted against the Catholic's teaching that a person becomes righteous by being righteous. He saw in scripture that righteousness is God's righteousness given to the believer as a free gift, through faith, not the working of one's righteousness over time by being righteous.

Apostle!

Apostle means one who is sent

I know what Apostle means.

Then Philip went down to the city of Samaria and preached Christ to them. And the multitudes with one accord heeded the things spoken by Philip, hearing and seeing the miracles which he did. For unclean spirits, crying with a loud voice, came out of many who were possessed; and many who were paralyzed and lame were healed. And there was great joy in that city.
But there was a certain man called Simon, who previously practiced sorcery in the city and astonished the people of Samaria, claiming that he was someone great, to whom they all gave heed, from the least to the greatest, saying, “This man is the great power of God.” And they heeded him because he had astonished them with his sorceries for a long time. But when they believed Philip as he preached the things concerning the kingdom of God and the name of Jesus Christ, both men and women were baptized. Then Simon himself also believed; and when he was baptized he continued with Philip, and was amazed, seeing the miracles and signs which were done.
The Sorcerer’s Sin
Now when the apostles who were at Jerusalem heard that Samaria had received the word of God, they sent Peter and John to them, who, when they had come down, prayed for them that they might receive the Holy Spirit. Acts 8:5-15

Acts 8 makes a distinction between Philip and the apostles.

However Philip was indeed caught up by the Spirit to another region, as well as the angel who spoke to Philip and gave him instructions to go to the desert and meet up with the Eunuch.

I believe Phillip was an Evangelist.

On the next day we who were Paul’s companions departed and came to Caesarea, and entered the house of Philip the evangelist, who was one of the seven, and stayed with him. Acts 21:8

One of the seven refers to the seven who were set apart by the Apostles.

And the saying pleased the whole multitude. And they chose Stephen, a man full of faith and the Holy Spirit, and Philip, Prochorus, Nicanor, Timon, Parmenas, and Nicolas, a proselyte from Antioch, whom they set before the apostles; and when they had prayed, they laid hands on them. Acts 6:5-6

If you want to call Philip an apostle then so be it, I won’t argue with you and I can see your point.

...which is then used by the believer to work the righteousness by which a person is made righteous. So say the Catholics. Be honest and tell the whole story.

That is one thing I despise about the Catholic church. They make it sound like they're saying the same thing you are but when you get the whole story you see they aren't at all. Whenever I see that I know that I'm dealing with a lying spirit of falseness and deceit.

Somebody else running around with the keys of the kingdom?
Two of you on the earth who agree about anything, that's who:

19I will give you the keys of the kingdom of heaven. Whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.” Matthew 16:19

18Truly I tell you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.

19Again, I tell you truly that if two of you on the earth agree about anything you ask for, it will be done for you by My Father in heaven. 20For where two or three gather together in My name, there am I with them.” Matthew 18:18-20

Salvation is a free gift of God but that does not mean we don’t have to cooperate and engage our intellect and will in perpetual believing and submitting to Christ and His church and suffering for His sake!

Yes, you have to do these things, but not to get the righteousness that comes from God that is not of yourself and by which you are declared righteous.

That is what Catholics do not understand. They are busy working rituals and deeds trying to get what Protestants have already received the moment they believed. That's why we are justified and saved now, because we have the righteousness of God by which we are declared righteous and made a saved person, while you Catholics faithfully work your own righteousness to be declared righteous and saved by.

Asking in prayer is Not the same as the power of the apostles to bind the conscience of all believers
You better read that again. The context is FORGIVENESS.

The matter of forgiveness is settled between any two who ask for it in Jesus name. No Catholic hierarchy needed!
