The world is not the Church.
What scripture says its not ?

The word world kosmos is defined :

an apt and harmonious arrangement or constitution, order, government

ornament, decoration, adornment, i.e. the arrangement of the stars, 'the heavenly hosts', as the ornament of the heavens. 1 Pet. 3:3

the world, the universe

the circle of the earth, the earth

the inhabitants of the earth, men, the human family

the ungodly multitude; the whole mass of men alienated from God, and therefore hostile to the cause of Christ

world affairs, the aggregate of things earthly

the whole circle of earthly goods, endowments riches, advantages, pleasures, etc, which although hollow and frail and fleeting, stir desire, seduce from God and are obstacles to the cause of Christ

any aggregate or general collection of particulars of any sort

the Gentiles as contrasted to the Jews (Rom. 11:12 etc)

The Church is an aggregate or general collection of particulars.

The Sheep also is an aggregate or general collection of particulars of any sort.

And the Sheep are the Church !

So by your arrangement and general collection of information, we are to conclude that all the world is Loved by God, and it is will for all the world to be saved.

You made a statement that the world is not the church. Yet you have failed to provide any proof, I did provide proof that your statement was not accurate. Do you acknowledge that ?
 
17 Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new.


And so....
20 Now then we are ambassadors for Christ, as though God did beseech you by us: we pray you in Christ's stead, be ye reconciled to God.

The choice is left to each and every person. "be ye reconciled to God."
What does that mean? God has already reconciled Himself to the world through His Son, we have to reconcile ourselves to Him.

John 16
7 Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.
8 And when he is come, he will reprove the world of sin, and of righteousness, and of judgment:
9 Of sin, because they believe not on me;

What is the Holy Spirit doing? Reproving the world of sin. What sin? Not because they have stole thing, or murdered someone, etc. etc. But "Because they do not believe in Him, Jesus.

So everything is about glorifying Him. So what someone has sin of stealing, lying, whatever..... Believe on HIM.
Jesus paid the price for all sin, except this one.
1 John 2:2 KJV
2 And he is the propitiation for our sins: and not for ours only, but also for the sins of the whole world.
John 3:18
18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.

Acts 17:30
And the times of this ignorance God winked at; but now commandeth all men every where to repent:

Repent of what.....Not believing in Jesus.

Romans 2:4 Or despisest thou the riches of his goodness and forbearance and longsuffering; not knowing that the goodness of God leadeth thee to repentance?

After we believe in Him and realize that we have sinned against God and are gratful for what He did for us in His death, we can sincerely repent of our sins.

Kind of: maybe the State Department performs a useful function after all! :) (A lot of Christians seem to doubt it...)

A good lead in, if witnessing to a diplomat, about being ambassadors for Christ...
