Spirit says cover it up keep the temptation away stop contributing to this misery.
Flesh says take it off take it all off.

Allow me to explain:

Romans 7:14–25 (NKJV)
14For we know that the law is spiritual, but I am carnal, sold under sin.
15For what I am doing, I do not understand. For what I will to do, that I do not practice; but what I hate, that I do.
16If, then, I do what I will not to do, I agree with the law that it is good.
17But now, it is no longer I who do it, but sin that dwells in me.
18For I know that in me (that is, in my flesh) nothing good dwells; for to will is present with me, but how to perform what is good I do not find.
19For the good that I will to do, I do not do; but the evil I will not to do, that I practice.

Romans 8:1–16 (NKJV)

Isaiah 47:1–3 (AV)
1Come down, and sit in the dust, O virgin daughter of Babylon, sit on the ground: there is no throne, O daughter of the Chaldeans: for thou shalt no more be called tender and delicate.
2Take the millstones, and grind meal: uncover thy locks, make bare the leg, uncover the thigh, pass over the rivers.
3Thy nakedness shall be uncovered, yea, thy shame shall be seen: I will take vengeance, and I will not meet thee as a man.
 
Isaiah 47:1-3 (defining what nakedness included) coupled with Leviticus 18:8 (defining whom that nakedness belonged to) fuel the doctrine of Rabbi Hillel (who lived 2 generations before Christ, he was the grandfather of Gamaliel). The doctrine stated essentially that any female (married or single [since and unmarried female was under the cover of her father or brother until married off] of the age of accountability) who exposed even these body parts before men who were not their husband (even if by accident) were guilty of adultery.

This is what Jesus was answering in his divine commentary on the Tanakh (exposing and refuting the commentaries of mere men) in this portion of the Sermon on the Mount:

Matthew 5:27–30 (AV)
27Ye have heard that it was said by them of old time, Thou shalt not commit adultery:
28But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.
29And if thy right eye offend thee, pluck it out, and cast it from thee: for it is profitable for thee that one of thy members should perish, and not that thy whole body should be cast into hell.
30And if thy right hand offend thee, cut it off, and cast it from thee: for it is profitable for thee that one of thy members should perish, and not that thy whole body should be cast into hell.

Jesus did NOT refute Hillel.

He essentially affirmed what Hillel taught using Isaiah 47:1-3 and Leviticus 18:8.

What Jesus did was to address the one-sidedness of the doctrine.

You got Isaiah 47:1-3 and Leviticus 18:8 correct, Hillel, ol' boy... but ya forgot all about:

What Christians must deal with in our very walk with God among the heathen in our sinful flesh is the dynamic that the New Testament / New Covenant is in effect... this frees us up from dealing with personal sin round the clock... so we can be about the Master's business getting the Word out and as many as will believe saved.
 
This is what Paul spoke of about all things being lawful but all things not being profitable.

1 Corinthians 6:12 (NIV84)
12“Everything is permissible for me”—but not everything is beneficial. “Everything is permissible for me”—but I will not be mastered by anything.

1 Corinthians 10:23 (NIV84)
23“Everything is permissible”—but not everything is beneficial. “Everything is permissible”—but not everything is constructive.

Sin to God is just as ugly... just as tempting to him to wipe out all of humanity and the fallen angels for what it cost his dear Son. But he has a higher purpose and destination for all things (Romans 8:1 Romans 8:28). So while we are to use the Law as at least a guideline not to sin and to convict us when we have sinned,

1My dear children, I write this to you so that you will not sin. But if anybody does sin, we have one who speaks to the Father in our defense—Jesus Christ, the Righteous One.
2He is the atoning sacrifice for our sins, and not only for ours but also for the sins of the whole world.

I am not judging anyone.

Nor am I suggesting a maximum requirement for skirt length, head covering, head uncovering, ogling or any of it.

That is between God and you / your conscience.

We were freed from our slavery to sin.

Now we are free to do good.

Shall we revert to our slavery in Egypt (so to speak) for the meat on the tables?
 
Which verse 17? I am lost.

Um, if you are looking for specific anatomic references in the bible to mention what biology has labeled "ankles" you will not find it... the scriptures were written in a time of languages and sciences in flux... the upper arms Jesus was nailed to the cross through for example were said to be his hands... the tongue is elsewhere translated literally "lip." and so on.

Consult the propriety of times past to learn the effect a woman who rolled down her stockings to expose her ankles had on men.

25 years ago, my wife used to work at Southwestern University in Georgetown, Texas. The main building is a castle-like structure with grand staircases on opposing sides that were constructed around 1900 with the use of women in mind. In this progressive era of women being anywhere near a university they took into consideration that a woman's ascent or descent on those stairs be such that even her ankles were not exposed.

At the time my wife worked there, the University was putting to a vote the official recognition of the gay and lesbian alliance on campus. Guess who won.

The irony of a mere 90 years passing making all the difference in the morals of the University was what brought my attention to the way the builders of the University built its buildings and its staircases.
