I don't live there but I have been there many times. I know that spot.
I'm not a Marlin fisherman. These days most people catch and release. When it comes to marlin I think tag and release is good. Some marlin are kept if they lose the fight on the way in and not strong enough to recover.
There is some new good systems in place now for some fishing comps. Some have official measurers where you can measure and take a photo then release the fish and it goes on length not weight.

They go below the city sewer system into the deep lower river and catch all kinds of stuff
