I was before cartoon network by some 20 years watching those. Some of those had continuations on the 70s.ie Flintstones, Scooby-Doo ,yogi bear and his ilk ,80s and 70's fir many of Hanna barbera.

And since there is the lyric "the angriest bark is always worse than the bite", so that's probably what it is.

I'm not entirely sure what this song is about myself. I looked it up and someone said they think it's about being lonely.
