The different hair colors are a powerup form. Sort of like Super Sonic, if you're familiar with the Sonic franchise.
Toriyama decided that the Super Saiyan form would have blonde hair mainly to make it easier on his editors--blonde hair in manga doesn't need to be filled in and so uses less ink.
