a smart meter will tell the utility the last read,the location and time it is turned on or off ,its meant to .these can be made to take money ,yes they have them ,you can also shut off power without using meter tech .also seals have numbers ,Even when they replaced the old mechanical/analog meter with the smart meter, they kept the same faulty 20+ year old seal there. They had to have removed it then put it right back on. I removed it numerous times to check if a power outage to our house was neighborhood wide or limited to just our house as our old meter box has a by-pass. When we get back, I'll take some pics and show you. You'll have to show me how to post them here though.
you would have have an old one to compare .they break once you pull them ,they have s double lock push up hard ,a simple tug will tell if its been tampered as its a bit more to break the seal .
