Since the first century. Paul met some of these folks. They had believed in the teaching of repentance, and subsequently been baptized in water(I'm sure). They did know about the teaching of Christ yet. So Paul 'baptized' them in the name of Jesus and they received the Holy Spirit.And how long has this been going on?
Paul didn't just moved on, saying as long as you were baptized in water, eventually you will understand. Instead he took the time to teach them. Whether they were baptized in water again after this I have no idea. But I do know that when it says Paul baptized them in the name of the Lord Jesus, this is speaking about teaching.
Acts 19:5 (ESV) 5 On hearing this, they were baptized in the name of the Lord Jesus.
Acts 19:6 (ESV) 6 And when Paul had laid his hands on them, the Holy Spirit came on them, and they began speaking in tongues and prophesying.
I honestly and truly believe that when people came to faith, and were fully taught, that water baptism always followed. I don't think there was a question of if they should then be baptized in water, but more of a desire on their part to show they understood and believed.
Water baptism is a genuine sign of faith. What's happened now is it's turned into an object of faith, instead of it being the fruit of faith. John wouldn't even baptize the Pharisees that came because he knew they had not understood.
